PHOENIX (AP) — A widespread Arizona Medicaid scam that has left an unknown number of Native Americans homeless on the streets of metro Phoenix is being declared a public health state of emergency by the Navajo Nation as fraudulent sober living homes lose their funding and turn former residents out onto the streets. The emergency declaration was issued late last week by the Navajo Nation Commission on Emergency Management and signed this week by Navajo Nation President Buu Nygren, according to documents posted on the Facebook page of the tribe’s Operation Rainbow Bridge, which was created to deal with the scam’s effects on its enrolled members. “There are significant concerns about the impacts to Navajo Nation lives from abrupt displacement that have affected an estimated 5,000 to 8,000 Navajo individuals, particularly in the exacerbation of medical, and public health risks associated with lack of immediate intervention and preventive services,” the declaration reads. Two people have been injured following a shooting in Port Credit. Peel police say they were called to the area of Wanita Road and Oakwood Avenue South just before 9 p.m. following reports of gunshots. When they arrived they found two individuals suffering from injuries. The severity of their injuries is unknown at this time. (AP) — The man accused of fatally shooting two people and wounding several others at a Washington music festival Saturday told police he was high on psychedelic mushrooms and believed the world was ending, according to court documents. U.S. Army Spc. James Kelly, of Joint Base Lewis-McChord, is facing two counts of first-degree murder, two counts of first-degree assault and domestic violence assault in Washington state’s Grant County Superior Court, The Oregonian/OregonLive reported. AUSTIN (Nexstar) — After two days of delays and private deliberation, the Texas Senate voted Wednesday night to approve rules for the upcoming impeachment trial of suspended Attorney General Ken Paxton.The trial is scheduled to begin on September 5. Paxton is ordered to appear before the Senate at 9:00 a.m. on that date.The recommendations were drafted by a seven-member Senate committee that was appointed at the end of the regular legislation session in May. PORTER, Minn. — A 27-year-old man died after being trapped in a grain bin Tuesday near the western Minnesota community of Porter.The Yellow Medicine County Sheriff’s Office received a call around 9:30 a.m. Tuesday regarding two people trapped in a grain bin.A 62-year-old man had freed himself from the bin. However, the 27-year-old man was still trapped inside when first responders arrived, according to Chief Deputy Travis Peterson.Rescue personnel worked for about an hour removing the grain from the bin before the 27-year-old was located. A western Minnesota man was found dead Saturday in his cell at the Lac qui Parle County jail in an apparent hanging.Dennis Eugene Kipp, 60, of Graceville, was found dead just before 4 p.m. in the jail in Madison, where he was being held pending a drug possession charge from Big Stone County, according to the Minnesota Bureau of Criminal Apprehension.Kipp was the only person in his housing unit at the time, and he was declared dead at the scene, the BCA said in a news release.The Lac qui Parle County Sheriff’s Office asked the BCA to investigate.
