Minnesota regulators knew four months ago that radioactive waste had leaked from a nuclear power plant in Monticello — but they didn’t announce anything about the leak until this week. The delay in notifying the public about the November leak raised questions about public safety and transparency, but industry experts said Friday there was never a public health threat. They said Xcel Energy voluntarily notified state agencies and reported the leak of tritium to the Nuclear Regulatory Commission soon after it was confirmed and that the leak of 400,000 gallons (1.5 million liters) of radioactive water never reached a threshold that would have required public notification.“This is something that we struggle with because there is such concern with anything that is nuclear,” said Victoria Mitlyng, a spokesperson with the Nuclear Regulatory Commission. “The concern is very, very understandable. That is why I want to make extra clear the fact that the public in Minnesota, the people, the com...10-year-old fourth-grader from Allston wins Boston spelling bee, moves onto nationals: ‘I wanted to win’

LOWELL – Every time things began to get a little hairy for Archbishop Williams on Saturday afternoon at the Tsongas Center, Bishops coach Brian Holden had a simple task for his team: Get the ball into the hands of Josh Campbell. The senior forward was a one-man wrecking crew, as he scored a game-high 34 points to help Williams hold off a frantic charge from Catholic Central League rival St. Mary’s and score the school’s first state championship in boys basketball with a 75-71 win over the defending champion Spartans.“It feels fantastic,” Campbell said. “We are always going to be a part of the history of the school now.”For most of the way, it looked like the top-seeded Bishops (24-1) were on their way to a convincing Division 3 title. Williams never trailed and held as much as a 22-point lead in the third quarter. It was a 17-point game after Lorenzo Jackson (17 points) hit a 3-pointer early in the fourth quarter. DINWIDDIE, Va. (AP) — Prosecutors plan next week to release the video that led authorities in Virginia to charge seven deputies and three state mental hospital employees with second-degree murder in the death of a handcuffed and shackled man.The family of Irvo Otieno saw the video of his death Thursday. With their blessing, the footage will be released to the public in the next several days, Dinwiddie County Commonwealth’s Attorney Ann Cabell Baskervill told the Richmond Times-Dispatch.Attorneys for the family described the video to reporters as 12 agonizing minutes of deputies pushing down and smothering Otineo, a Black man whose arms and legs were restrained.“You can see that they’re putting their back into it. Every part of his body is being pushed down with absolute brutality,” family attorney Mark Krudys said.Prosecutors said Otieno, 28, didn’t appear to be combative and was sitting in a chair when he was pulled down by officers. The 12-minute video also showed a lack of urgency...Reports of violence in Nigeria election for new governors
